Mission
The Philadelphia Community Cats Council (PCCC) is a 501(c)3 collaborative network of organizations committed to reducing the overpopulation of community cats through spay/neuter, TNRM (trap-neuter-return-management), education and advocacy.
On a daily basis, rescue volunteers and ordinary residents help thousands of abandoned, stray and feral (unsocialized) cats on the streets of Philadelphia. Through their compassionate work, these cats are fixed, vaccinated and receive needed veterinary care.
Community Cat Management includes all cats in the community, stray, feral and owned. Through spay/neuter and TNRM, the births of thousands of kittens who would otherwise be euthanized at shelters or die on the streets, is prevented. TNRM is a non-lethal, cost-effective, humane solution to decreasing the stray and feral cat population in our communities. Cats are humanely trapped, then spayed or neutered and vaccinated. Unowned adoptable cats and kittens are rescued for adoption (space permitting), lost cats reunited with owners if possible and residents are informed and assisted with low-cost spay/neuter for their pets. Community cats are returned to their caretaker to live out their lives. The endless litter of kittens and unwanted behaviors such as yowling and spraying are stopped. Community Cat Management creates a healthier and humane environment for people and cats!

EMERGENCY / URGENT RESCUE: If you see an animal in need, contact ACCT Philly by phone (267) 385-3800; 24 hours daily, 7 days week; email: fieldservices@acctphilly.org If the cat is picked up by ACCT & you want to adopt or foster the cat after it has been rescued and treated by an ACCT veterinarian, please advise the Rescue Driver at the time of pick-up and get the pick-up report number from the driver, or advise ACCT shelter staff when you take the cat to the shelter and get the “A” number.
